EU Strategic Partnerships and Climate Change
The so-called BASIC countries (Brazil, South Africa, India and China) are pivotal players in negotiations over climate change. The EU strategic partnerships with them can prove critical to make progress at bilateral level in curbing emissions and unlock stalemate on the multilateral stage. This ESPO report argues that useful cooperation at technical level fails to narrow normative divides between the EU and the BASIC. Respective domestic priorities hamper international negotiations but actors such as Brazil and South Africa can help bridge different agendas.
